Non-Profit Overview:
Florida Rural Legal Services. Inc. (FRLS), the non-profit legal services program providing free civil legal assistance to eligible low income and elderly persons approved by program policies and priorities in areas such as housing, domestic violence related family and other family law matters, public benefits, consumer law, elder law, education, immigration, and civil rights.
Job Qualifications:
The selected QMC will have demonstrated experience in collaborating and advising non-profit and legal service organizations, five or more years of experience consulting with and/or leading a successful legal aid organization. Knowledge of the legal services community is not a requirement, but is highly preferred. Candidates should provide at least three (3) references in their bids.
Job Summary:
The selected QMC will be expected to work closely with FRLS’ Executive leadership and management and provide regular updates to FRLS Board of Directors.
Project Management Duties:
1. Regular Feedback and Updates
The QMC will provide regular feedback and updates during the duration of the assessment and will work with a primary point of contact for the duration of the engagement.
2. Location of Performance
The QMC will schedule times to meet virtually with FRLS’ designated leadership and board leadership and will have the ability to meet as needed, for updates and input during the assessment phase.
3. Evaluation Process
The QMC will evaluate the capacity of FRLS management, staff, and its contracted independent public accountant to carry out their respective responsibilities related to operations and financial operations, such evaluation may include: (a) assessment of grantee leadership and fiscal staff’s understanding of and ability to administer and oversee recipient’s financial operations; and (b) evaluation of composition of staffing in the fiscal area should be restructured to optimize the ability to carry out its responsibilities related to administering financial operations including budgeting, accounting, financial reporting, and the establishment of adequate internal controls and compliance.
