    Job Overview

    Florida Rural Legal Services (FRLS) is searching for a talented and professional Office Manager for our Fort Myers, FL office to organize and coordinate administrative duties and office procedures. The Office Manager will oversee day-to-day administrative functions and contribute to cost-effective office management. Functions include, but are not limited to operational support, staff workflow support, and facilities management. Your role is to create and maintain a pleasant work environment, ensuring high levels of organizational effectiveness, communication, and safety.     Description 

    The purpose of the position is to provide secretarial support to the Attorneys and Paralegals as needed.
    Essential Functions:
    • Provide needed litigation support.
    • Share the responsibilities of a receptionist as needed.

    Job Overview

    The purpose of this position is to support the Low-Income TaxpayerClinic (LITC) engaged in by Florida Rural Legal Services, Inc.(FRLS). The LITC represents low-income taxpayers in disputes with the IRS regarding federal income tax liability. The Clinic consists of a Director, Qualified Tax Expert, and 2 paralegals.

    Florida Rural Legal Services,Inc., (FRLS) is hiring a qualified individual from for the Low-Income Taxpayer Clinic (LITC). LITC provides free assistance to eligible low-income taxpayers with a range of IRS tax controversy matters. The position is in FRLS’s Fort Myers LITC office. The position is open immediately. The LITC is supported by a grant from the Internal Revenue Service and can serve persons throughout
    Florida. The individual will work closely with the Clinic Director and volunteer LITC staff to provide pro bono services to eligible taxpayers..

    Essential Functions

    1. Clinic Supervision: Help coordinate allaspects and day-to-day operations of LITC, maintain open communication with the
    Clinic Director of the LITC office, and work closely with LITC staff.

    2. Intake: Screen potential clients foreligibility for the LITC program, establish a process for promptly assigning cases LITC staff, and assist with intake duties when necessary.

    3. Caseload: Maintain and manage the cliniccaseload.

    4. Volunteer Recruitment: Build and maintaina roster of volunteers to serve eligible taxpayers, participate in training of volunteer attorneys, and answer questions from volunteers.

    5. The Migrant Farmworker Advocacy Director will ensure that FRLS Migrant Department is staffed to managed and facilitate the services needed for the state of Florida.

    The Migrant Farmworker Advocacy Director will report directly to the Deputy Director.

     

    Essential Functions:

    Leads a team that provides comprehensive legal services to farmworker clients with agricultural, employment and housing law related matters, including unemployment, wage theft, discrimination, housing, labor-based U-visas, and labor trafficking.
    • Co-counsel cases across Florida and other States;
    • Leads community outreach throughout Florida and other States;
    • Trains staff on identifying the legal needs of farmworker clients;

    The Paralegal will assist in the provision of legal services to disaster recovery clients and the attorneys who are involved in the disaster recovery cases.

     

    The Paralegal is under the supervision of the Managing Attorney and the Disaster Project Manager.

     

    Essential Functions:

    1. Interviews, confirms, eligibility, crime, case facts and legal problem of victim, updates client database with necessary information for reporting.

    2. Develops goals to address effects of crime and works with client to establish service plan and timeline to achieve goals. Reassesses and revises service plan as needed; and follows-up with client to assess for additional services.

    3. Provides clients with appropriate legal advice, applying the relevant law to the facts presented, and counseling the client in their pursuit of resolution of legal problems.

    4. Participates in case acceptance & other office meetings to determine strategies for client services.

    6. Participates in training to keep up CLEs relevant to the various areas of the law necessary to zealously represent victims.

Legal services to be provided include, but are not limited to foreclosures, bankruptcies, flood insurance proof of loss preparation and FEMA Flood Directorate Appeals, FEMA recoupment defense, applications for disaster tax relief, civil and disability rights cases, legal counsel for community-based organizations on rebuilding plans, litigation to redress systemic disaster response problems. landlord/tenant Issues concerning repair issues, non-repair, mold concealment, etc., disputes regarding home elevation certificates and flood plain zoning, disputes regarding significant damage determination against homeowners. FRLS will take a holistic approach and offer all legal aid services that are available to individual household needs.

     

    The Attorney will provide legal services to hurricane recovery clients and guide and advise paralegals who are involved in the disaster recovery cases. The employee in this Attorney position will be able to handle cases and issues with little oversight and be able to creatively and independently problem solve. The Attorney will represent clients in legal proceedings, draw up legal documents and advise clients on legal transactions. The Attorney will be responsible for all aspects of the cases assigned to them, in court. This includes client preparation, legal file documentation, pre-trial preparation, court appearances, motion practice, depositions, mediations, negotiations, and trial practice. In general terms, the Attorney should be knowledgeable, confident, organized, disciplined, dedicated, and focused to ensure client work is handled in a competent manner.

     

    The Attorney for Disaster Recovery is under the supervision of the Managing Attorney and the Disaster Project Manager.

    Essential Functions:

    1. The Intake Managing Attorney is responsible for ensuring that applicants calling are screened in a timely, efficient, and accurate manner and transferred to the appropriate office or to the Advice Line.

    2. Manage the day to day operations of the intake screeners and paralegals.

    3. Assist in devising ways to optimize procedures that employees are expected to follow during and between calls.

    4. Assist in preparing monthly and annual progress and status reports, and employee performance evaluations.

    5. Actively manage incoming calls, call routing, agent availability, etc. to ensure low wait times and proper handling of calls.
