    DESCRIPTION

    Florida Rural Legal Services Inc is seeking a well-motivated and dedicated Grants Accounting Analyst provides specialized accounting and administrative work for the purpose of supporting FRLS-wide grant activities. Performs a range of routine to complex accounting, financial, compliance and administrative functions in support of programs and projects funded by grants. The Grants Accounting Analyst reports to the Grants Manager who reviews work, as needed, for conformity with established administrative and departmental policies and procedures and achievement of performance objectives.


    DUTIES AND RESPONSIBILIES:
    • Organizes and coordinates the centralized accounting and financial reporting for assigned grant portfolio.
    • Prepares invoices/billings and collects grant funds.
    • Coordinates with key personnel to support proper and timely expenditure of grant funds in compliance with applicable guidelines and budget deadlines.
    • Prepares or assists in the preparation of all applicable fiscal reports for grant funded programs and ensures the timely submission thereof.
    • Monitors grant revenue to ensure timely reimbursements of Grant funds.
    • Performs monthly and quarterly account reconciliations and required general ledger adjustments as needed.
    • Prepares accounting documents, reports and grant related forms.
    • Assists with the year-end process including but not limited to the reconciliation of grant expenditures, revenue accruals, corresponding journal entries and carryover schedules of funds from one year to the next.
    • Compiles year-end reports, work papers, schedules, and analysis necessary for the organization’s Single Audit.
    • Monitors agency compliance with local, state, and federal fiscal requirements and agency policies, programmatic guidelines, and appropriate contracts/agreements.
    • Coordinates and tracks grant proposals and maintains a grants database.
    • Creates and maintains grant fiscal records and database to comply with retention requirements.
    • Maintains grant milestones and alerts in the organizations financial system.
    • Coordinates documentation efforts and related reimbursements.
    • Performs other duties as assigned.


    MINIMUM QUALIFICATIONS:
    Bachelor’s degree in Accounting, Finance, Public or Business Administration, or related field; at least three (3) years of general accounting experience or equivalent experience managing grants or contracts; or an equivalent combination of education, certification, training and/or experience that provides the required knowledge, skills, and abilities. This includes processing complex financial transactions, ensuring compliance with contractual requirements, recordkeeping, and preparation of monthly, quarterly and/or annual reporting.


    KNOWLEDGE, SKILLS, AND ABILITIES:
    •Ability to prioritize and self-direct, analyze situations, identify situations where appropriate to make decisions.
    • Knowledge of applicable federal, state, and local regulatory laws, standards and requirements for governmental accounting and grant administration.
    • Skill in researching, analyzing, and evaluating complex financial data
    • Skill in critical thinking for issues resolution and process improvement recommendations • Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events.
    • Skill in working independently and following through with assignments with minimal supervision.
    • Ability to establish and maintain accurate, organized, and detailed documentation and files for ready access and retrieval.
    • Ability to exercise sound judgment and maintain confidentiality regarding critical and sensitive information, records, and reports.
    • Ability to communicate effectively verbally and in writing.
    • Ability to provide a high level of internal/external customer service and establish and maintain effective interdepartmental communications and relationships.
    • Advanced ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable organizational software.


    WORK ENVIRONMENT
    • Works in an office but may be required to assist with activities in an outdoor environment.
    • Occasional need to lift, carry, push and/or pull objects weighing up to 25 pounds,
    • Performs tasks involving extended periods of time at a keyboard or workstation.
    • Occasionally lift and/or move up to 15 pounds and must be able to drive a vehicle.
